Salaries and Benefits of US Congress Members The salary and benefits paid to the Senators and Representatives of the U.S. Congress is a constant source of public fascination, debate- and most of all- fake news.à For example, one massively-sent email states, ââ¬Å"Many citizens had no idea that members of Congress could retire with the same pay after only one term.â⬠Well, maybe many citizens do not have that idea, because it is just flat wrong. Another infamous email demanding passage of a mythical ââ¬Å"Congressional Reform Actâ⬠claims members of Congress do not pay Social Security taxes. That, too, is wrong Salaries and benefits of members of the U.S. Congress have been the source of taxpayer unhappiness and myths over the years. Here are some facts for your consideration. As of 2019, the base salary for all rank-and-file members of the U.S. House and Senate was $174,000 per year, plus benefits. Salaries have not been increased since 2009. Compared to private-sector salaries, the salaries of members of Congress is lower than many mid-level executives and managers. Rank-and-File Members: The current salary (2019) for rank-and-file members of the House and Senate is $174,000 per year. Members are free to turn down pay increase and some choose to do so.In a complex system of calculations, administered by the U.S. Office of Personnel Management, congressional pay rates also affect the salaries of federal judges and other senior government executives. Congress: Leadership Members Salaryà (2019) Leaders of the House and Senate are paid a higher salary than rank-and-file members. Senate Leadership Majority Party Leader - $193,400Minority Party Leader - $193,400 House Leadership Speaker of the House - $223,500Majority Leader - $193,400Minority Leader - $193,400 Pay Increasesà Members of Congress are eligible to receive the same annual cost-of-living increase given to other federal employees if any. The raise takes effect automatically on January 1 of each year unless Congress, through the passage of a joint resolution, votes to decline it, as Congress has done since 2009. Benefits Paid to Members of Congress You may have read that Members of Congress do not pay into Social Security. Well, thats also a myth. Social Security Prior to 1984, neither Members of Congress nor any other federal civil service employee paid Social Security taxes. Of course, they were also not eligible to receive Social Security benefits. Members of Congress and other federal employees were instead covered by a separate pension plan called the Civil Service Retirement System (CSRS). The 1983 amendments to the Social Security Act required federal employees first hired after 1983 to participate in Social Security. These amendments also required all Members of Congress to participate in Social Security as of January 1, 1984, regardless of when they first entered Congress. Because the CSRS was not designed to coordinate with Social Security, Congress directed the development of a new retirement plan for federal workers. The result was the Federal Employees Retirement System Act of 1986. Members of Congress receive retirement and health benefits under the same plans available to other federal employees. They become vested after five years of full participation. Health Insurance Since all provisions of the Affordable Care Act or ââ¬Å"Obamacareâ⬠took effect in 2014, members of Congress have been required to purchase health insurance plans offered through one of the Affordable Care Act-approved exchanges in order to receive a government contribution toward their health coverage. Prior to the passage of the Affordable Care Act, insurance for members of Congress was provided through the Federal Employees Health Benefits Program (FEHB); the governmentââ¬â¢s employer-subsidized private insurance system. However, not even under the FEHB plan was the insurance ââ¬Å"free.â⬠On average, the government pays from 72% to 75% of the premiums for its workers. Like all other federal retirees, former members of Congress paid the same share of premiums as other federal employees. Retirementà Members elected since 1984 are covered by the Federal Employees Retirement System (FERS). Those elected prior to 1984 were covered by the Civil Service Retirement System (CSRS). In 1984 all members were given the option of remaining with CSRS or switching to FERS. As it is for all other federal employees, congressional retirement is funded through taxes and the participants contributions. Members of Congress under FERS contribute 1.3 percent of their salary into the FERS retirement plan and pay 6.2 percent of their salary in Social Security taxes. Members of Congress become eligible to receive a pension at the age of 62 if they have completed a total of 5 years of service. Members who have completed a total of 20 years of service are eligible for a pension at age 50, are at any age after completing a total of 25 years of service. No matter their age when they retire, the amount of the membersââ¬â¢ pension is based on their total years of service and the average of their highest three years of salary. By law, the starting amount of a Memberââ¬â¢s retirement annuity may not exceed 80% of his or her final salary. Can They Really Retire After Only One Term? Those mass emails also claim that members of Congress can get a pension equal to their full salaries after serving only one term. That one is partly true but mostly false. Under the current law, which requires at least 5 years of service, members of the House of Representatives would not be eligible to collect pensions of any amount after serving only one term, since they come up for reelection every two years. On the other hand, U.S, Senators - who serve six-year terms - would be eligible to collect pensions after completing only one full term. In neither case, however, would the pensions be equal to the memberââ¬â¢s full salary. While it is highly unlikely and has never happened, it is possible for a longtime member of Congress whose pension began at or near 80% of his or her final salary could - after many years of accepted annual cost-of-living adjustments - see his or her pension rise to equal his or her final salary. Average Annual Pensions According to the Congressional Research Service, there were 611 retired members of Congress receiving federal pensions based fully or in part on their congressional service as of October 1, 2016. Of this number, 335 had retired under CSRS and were receiving an average annual pension of $74,028. A total of 276 Members had retired with service under FERS and were receiving an average annual pension of $41,076 in 2016. Allowances Members of Congress are also provided with an annual allowance intended to defray expenses related carrying out their congressional duties, including official office expenses, including staff, mail, travel between a Members district or state and Washington, DC, and other goods and services. Outside Income Many members of Congress retain their private careers and other business interests while they serve. Members are allowed to retain an amount of permissible outside earned income limited to no more than 15% of the annual rate of basic pay for level II of the Executive Schedule for federal employees, or $28,400.00 a year in 2018. However, there is currently no limit on the amount of non-salary income members can retain from their investments, corporate dividends or profits. House and Senate rules define what sources of outside earned income are permissible. For example, House Rule XXV (112th Congress) limits permissible outside income to salaries, fees, and other amounts received or to be received as compensation for personal services actually rendered. Members are not allowed to retain compensation arising from fiduciary relationships, except for medical practices. Members are also barred from accepting honoraria - payments for professional services typically provided without charge. Perhaps most importantly to voters and taxpayers, member of Congress are strictly prohibited from earning or accepting income that may appear to be intended to influence the way they vote on legislation. Tax Deductions Members are allowed to deduct up to $3,000 a year from their federal income tax for living expenses while they are away from their home states or congressional districts. Early History of Congress Pay How and how much members of Congress should be paid has always been a debated issue. Americaââ¬â¢s Founding Fathers believed that since congressmen would typically be well-off anyway, they should serve for free, out of a sense of duty. Under the Articles of Confederation, if U.S. congressmen were paid at all, they were paid by the states they represented. The state legislatures adjusted their congressmenââ¬â¢s pay and could even suspend it completely if they became dissatisfied with them. By the time the first U.S. Congress under the Constitution convened in 1789, members of both the House and Senate were paid $6 for each day there were actually in session, which was then rarely more than five months a year. The $6 per-day rate remained the same until the Compensation Act of 1816 raised it to a flat $1,500 a year. However, faced with public outrage, Congress repealed the law in 1817. Not until 1855 did members of Congress return to being paid an annual salary, then $3,000 per year with no benefits. The main physical regions of Egypt are divided into four parts consisting of the Nile Valley and Delta, the Libyan Desert, the Eastern Desert, and the Sinai Peninsula (Fig. 2). River Nile is the longest river of the world and its Valley and Delta are perhaps the most important regions to the country surrounded by areas of arable land. River Nile is an important source for fish and the area surrounding the river provides sustenance for majority of the Egyptian population. Nile Valley occupies a region which is known as the Upper Egypt whereas the Nile Delta occupies a place which comes under Lower Egypt. There is a long history of the use of uniforms in school, most coming from the private sector until recent years, all of which demonstrate these benefits do exist. While most of the uniform policies used in public schools include relatively general restrictions, such as navy or khaki pants and solid color shirts with collars without brand name requirements or specific, school-related insignia required, there has still been a great opposition to these policies by people who mistakenly insist that school uniform policies somehow restrict a childââ¬â¢s ability to express him or herself. By including students in a recognized group as a member of a particular student body, uniforms are successful in building a sense of community and cooperation among children who might not otherwise w ork together. At the same time, regulations requiring specific items of clothing such as a ââ¬Ëred or white solid colored shirt with collarââ¬â¢ serve to ensure that there are a large number of people in the market for these items, driving the price down as they become produced in mass quantities. Requiring students in public school to wear uniforms is al so a tremendous support for the school system. One of the immediate benefits is that a required student dress code makes any individual not in uniform instantly identifiable by staff, making it much easier for teachers and administrators to identify non-students/staff on campus and confine them until their purpose is clear. Computer Networks And Wireless Transmissions In telecommunications, wireless communication may be used to transfer information over short distances or long distance. The term is often shortened to wireless. it encompasses various types of fixed , mobile, cellular telephones etc. now -a days people who need to be online all the time. For these mobile users, twisted pair, coax, and fiber optics are of no use. They need to get their hits of data for their laptop, notebooks, shirt pocket or wrist watch computers without being tethered to the terrestrial communication infrastructure. For these users, wireless communication is the answer. THE ELECTROMAGNETIC SPECTRUM Wireless transmission can provide special services and conveniences to people, such as connection to the internet or other networks without connecting to wire directly. It can also facilitate the creation of networks in special situations, such as terrain that is unfriendly to ground cables. Wireless communication began, in fact, in the Hawaiian island precisely the problem of terrain separated by large stretched of ocean. Political organizations determine which sections of the spectrum of light are all to which wireless transmission purpose. Because the existing organizations are always in agreement with current practice or with each other, some products manufactured for one country may not work in another. RADIO TRANSMISSION Radio waves are easy to generate and are omnidirectional, but have low transmission rates. Also, depending on their frequency, radio waves either cannot travel very far, or are absorbed by the earth. In some cases, though, high frequency waves are reflected back to earth by the ionosphere. Ionosphere is a layer of the atmosphere. MICROWAVE TRANSMISSION Microwave transmission is popular for its ability to travel in straight lines. A source can be directly focused on its destination without interfering with neighboring transmissions. Because they travel in straight lines, though, the curvature of the earth can interfere with the microwave transmitters. The solution to this is the addition of repeaters in between the source and destination to redirect the data path. Microwaves are used for long distance communication like cellular phones, garage door openers and so on.. INFRARED AND MILLIMETER WAVES Infrared light is used for close- range communication, such as remote controls, because if does not pass through objects well. This is also a plus because infrared communications in one room de not interfere with the infrared communications in another room. Infrared communication is more secure than other option, such as radio, but it cannot be used outside due to interference by the sun. LIGHTWAVE TRANSMISSION Lasers can be used for wireless communication. It is a relatively low cost way to connect two buildings LAN, but it has drawbacks. The laser is difficult to target on the destinations receiver because the beam is so small. Laser light also diffuses easily in poor atmospheric conditions like rain, fog and so on. The Fourier series allows periodic signals to be sent over a wire. Voice-Grade Line A voice-grade line has certain restrictions that limits the maximum number of signal changes per second. Subsplit When two cables are not used, but there is need for simulation of dual cable system, bandwidth on a single cable can be split up, with one portion representing one cable, and the other portion representing the second cable. Splitting the frequencies so that the lower frequencies are used for one purpose and the higher for another is called a subsplit system. Mode Characteristic of a light wave associated with the reflection of the wave through the silica fiber. WIRELESS TRANSMISSION Frequency (F) Light and electricity travel in the form of waves. Waves are periodic in that they repeat themselves, so the frequency of a wave is just the number of times the wave repeats itself in one second. Hertz (Hz) The unit of measure of frequency. The name comes from the german physicist who first produced electromagnetic waves. Wavelength (Lambda) Wavelength is the measure of the length of a wave that is it is used ti find the distance between two consecutive maxima or minima. Speed Of Light (C) The speed that electromagnetic waves travel in a vacuum approximately 3*108 m/sec. electromagnetic waves do not travel as fast through a medium as they do through a vacuum. Spread Spectrum A pattern for EM transmission which is popular in the military for its ability to avoid jamming. The transmitter hops from frequency to frequency across a wide frequency band. End Office The place to which your telephones lines connect to receive the telephone service. The distance from the telephone to the end office is usually small around 1 to 10km). Toll Offices Switching centers that connect several end offices. Tandem Offices Similar to the toll office, except it connects the end offices that are within the same local area. Toll Connecting Trunks The hardware which connects the end office to the toll of offices. NARROWBAND ISDN Integrated Services Digital Network Fully digital, circuit switched telephone system that is designed to accommodate both voice and data services. Digital Bit Pipe A bi-directional logical pipe which will pass bits on from source to destination without concern about whether they are voice. NT1 Device placed between the user and the nearest end office allows ISDN connection. Plain Old Telephone Exchange or NT2 Device placed between the end user which can provide a variety of ISDN services. Narrowband ISDN ISDN services on 64-kbps channels. BROADBAND ISDN AND ATM Broadband ISDN It is more recent design for a digital network on which data can travel rates of 155Mbps. It is based on ATM technology. Permanent Virtual Circuits Virtual circuits that remains in place for extended periods of time. Switched Virtual Circuits Virtual circuits that remains in place for short periods of time, typically related to the session time. Head-Of-Line Blocking If a questionable cell tries to come into ATM switch, it will be stalled, effectively stalling the cells behind it unfairly. This is called head-of -line blocking. Knockout Switch To solve the head-of-line blocking problem, queuing on the output side has been proposed. The knockout switch does just this, by stimulating a single output queue by having several output queues that are activated on a round- robin type basis. FORMULAE THE THEORETICAL BASIS FOR DATA COMMUNICATION Baud Rate The baud rate is NOT the same as the data rate. Baud tells how many signals are sent per second, but there are ways of encoding more than one bit per signal change. AVOID getting this confused. Baud= number of signal changes/second Maximum Data Rate Of A Channel (Nyquists Theorem) Max data rate=2 Hlog2 V H=bandwidth in HZ V=discrete levels This formula shows the maximum number of bits that can be sent per second on a data line with a bandwidth of H, is V bits are sent per signal. The max data rate should be in bits per second. Signal-To-Noise Ratio 10log10(S/N) S=signal power N=noise power This formula is used to quantify the quality of a line. It is not usually presented as a ratio, but instead it is given in the units decibels. Maximum Number of Bits Per Second (Shannons Result) Max number of bits per second=H log2 (1+(S/N)) This formula shows the maximum achievable data rate on a noisy line. The difference between shannons result and Nyquists theorem is that Shannons result takes the noise on a line into consideration. The noise can drastically reduce a lines capacity to send data. It is measured in bits per second. TRANSMISSION MEDIA Attenuation 10 log10 (transmitted power/ received power) Attenuation is a way to measure the amount of power lost in a signals strength from when it was sent to when it was received. Attenuation is measured in decibels. WIRELESS TRANSMISSION This formula is used to find the relationship between frequency, wavelength, and the speed of light. It used a child's point of view to tell the story so I can throw myself Into the main character Scout. Thanks to her naivety, the injustice and the hypocrisy of Maycomb folks are enhanced. The most excltlng part of the story Is the tight In the court. Scout's father is a lawyer and he is trying to fight for a black man.Although I expect there will be a courageous character to stand up and correct the bias but it comes out as a bad ending, which prejudice Is Imposed. However I can still sense that the author is trying to tell us what is wrong and what is right If I have to use a word to describe the story, the word would probably be: Amazing. My emotion flows with the story, and every detail is mentioned clearly, Harper's writing is really coheren t as well. I was reminded that ââ¬Å"Your never really understand a person until you consider things from his point of viewâ⬠¦ til you climb inside of skin and walk around in It. â⬠This is an absolute delight reading and I highly recommend others to read. Before the Federal Government began to focus in this problem, the private sector was trying to create programs for the reduction of pollution, but without the political and financial support of the government, all these efforts were insufficient. There are some federal laws to protect our environment and health. The Clean Water Act which prohibits sending pollutants into waters by requiring specific sites that discharge materials. The Clean Air Act has been improving the air quality since 1960. Some of the most recent energy legislation include the Energy Policy Act (2005), the Energy Independence and Security Act (2007), and the Energy Improvement and Extension Act (2008). With the Energy Policy Act, the tax incentives have been reduce the costs of develop and adoption of new technologies (Matzner). How did my concept of American criminal justice system change? At first, I didnââ¬â¢t know anything about American Criminal Justice System. The definition of criminal justice system I looked up on the internet was that it is a system that is established to control crime and impose penalties on those who violate the law in order to maintain social order. But is it the full definition of criminal justice system in America? Are there any aspects that can be added to this definition? American criminal justice system seems like a perfectly set up rule which is equal to everyone, but it can be biased. According to the article, ââ¬ËThe New Jim Crowââ¬â¢, many of these indictments seem unfair against certain races. Also, on the documentary about Steven Avery we watched during our first week of class, emphasized the point that the criminal justice system or the law itself can be manipulated by people who are experts. But the criticism on the wrong judgment cannot be removed completely, since the judges and the lawyers are humans too. Even though they did not have any intent to manipulate or put more charges on certain defendant, they can still make wrong decisions. As people are tried on the court run by other people, it is completely normal to make wrong decisions, or to have someone who tries to manipulate the problems.
